New UN climate text under fire as talks end

Rich and poor nations alike criticized a new blueprint for a UN climate treaty yesterday as two weeks of talks among 185 countries ended with small steps toward an elusive deal.

A streamlined climate draft, meant to help talks on a new pact, cut out some of the most draconian options for greenhouse gas and dropped all references to "Copenhagen" -where a UN summit in December fell short of agreeing to a treaty.

Yvo de Boer: Climate change funding will be a grant

The United Nations has said that the $30 billion short term funding agreed in Copenhagen, Sweden, in 2009 to assist developing countries combat climate change would be disbursed as grant and not loan.

Yvo de Boer, the executive secretary, United Nation Framework Convention on Climate Change, said on Monday that only Japan who pledged $15 billion to the proposed fund indicated that certain portion of her pledge would come as loan.

"The agreement is that the fund has to be delivered as grant. If we get loans on top of the 30 billion dollars it will be fine and good," he said.

Renewed climate change negotiations got underway this weekend in Bonn, where outgoing United Nations climate chief Yvo de Boer warned that little progress can be made toward an international treaty until wealthy industrialized nations commit to deliver the $30 billion pledged in Copenhagen to assist developing nations take action to stem the effects of climate disruption.

At a press conference in Germany over the weekend, UNFCCC Executive Secretary de Boer warned that, "Cancun will only deliver, if promises of help are kept."

Christiana Figueres, climate negotiator from Costa Rica, named UN climate chief

UN Secretary General Ban Ki-moon has named Costa Rica's Christiana Figueres to be the organization's top official on climate change, his spokesman announced Monday.

UN spokesman Martin Nesirky said the 53-year-old Costa Rican, currently San Jose's climate change negotiator, would succeed Yvo de Boer of the Netherlands as the executive secretary of the United Nations Framework Convention on Climate Change (UNFCC).
